Job description


  • Involve in the end-to-end project implementation from conceptualization, as-is and to-be process mapping, forming business case, business requirements gathering and analysis, procurement, development, prototyping, testing to cutover;
  • Identify, conceptualize and propose technology solutions for Apron Business Unit as well as involve in the business case analysis and ROI calculation;
  • Ensure technology projects are delivered within approved schedule and budget, including ensuring the delivered system meets all business’ needs as well as issues are resolved before properly handing over to the operations and support team
  • Review cost benefit analysis, define and measure Key Performance Indicators with the end users where required, and provide alternative and more cost-effective solutions where possible and required.
  • Lead and participate in design specifications and prototype workshops, and coordinate the user acceptance test, user training, user change management, pre-implementation preparation and post-implementation support activities. Managing risks and issues as and when required.
  • Prepare and define RFP (Request for Proposal), RFQ (Request for Quotation) or RFI (Request for information) specifications, conduct RFP/RFQ/RFI exercises, evaluate the proposals, and to seek approval for award from Management and Tenders Committee. Thereafter to work with IT Procurement to discuss and finalize contracts;
  • Provide regular progress and status update to project stakeholders as well as manage all risks and issues effectively in the projects undertaken;
  • Ensure application systems’ Disaster Recovery (DR) plan is adequate;
  • Support end users to ensure their Business Continuity Plan (BCP) plan is up-to-date and relevant;
  • Ensure new installations/upgrades are successful and maintain existing systems to ensure business as usual;
  • Ensure proper application release management by vendors;
  • Manage the closure of incident tickets through liaison and facilitation with users and application vendor;
  • Assist in incident management to ensure all parties (Business units, Infrastructure, Data Centre vendors, Application and Hardware Vendors, Management) are aligned, coordinated and communicated. Incidents are resolved timely and within SLA;
  • Support and assist in the change management process, raising/endorsing Request for change (RFC), seek approval at Change Advisory Board (CAB), communication and facilitation;
  • Engage in annual IT plan/master plan exercise to identify, collate, review and prioritize projects with the business units for the Financial Year. Prepare and report on past FY IT project statuses/statistics;
  • Assist with business units IT requests and queries, coordinating with other internal support teams where required;
  • Review the infrastructure set-up for the application system on the SATS datacentre landscape where required;
  • Responsible for IT vendor and stakeholder Management

  • Degree in Computer Science / Information Technology or equivalent
  • At least 5 years of experience in IT project management, business analyst, business process analysis and vendor management
  • Possess systems integration skills
  • Able to understand emerging technologies and propose application of the relevant technologies to our Business Unit
  • Able to design technical architecture will be advantageous
  • Good business acumen and ability to understand and appreciate our Apron Business Unit’s culture and operating objectives
  • PMP or CITPM certifications will be preferred
  • ITIL certification will be advantageous
  • Prior experience in Aviation industry will be advantageous
  • Experience in Lean or Six Sigma projects will be advantageous
  • Experience in users’ change management
  • Good negotiation skills
  • Ability to resolve conflicts and problems
  • Experience with stakeholder management from senior management to end users
  • Recognize and solve problems effectively
  • Good verbal and communication skills as well as able to gather and facilitate information effectively
