Job Description

  • Reporting to Team Leader (Compliance Audit), the manager assists the Team Leader in providing assurance services to MOH in compliance with CHAS guidelines. The manager will be responsible for coordinating the performance of both CHAS Medical and CHAS Dental professional audits, leading the CHAS Financial Audit members, and ensure meeting the audit work plan and agreed KPIs of CHAS Audit collectively. In addition, he/she will have the opportunity to provide a variety of non-CHAS audit services in GIA.
  • Assist in preparation of annual audit plan, budget and periodic progress reports relating to CHAS medical and dental audits.
  • Coordinate and work with external stakeholders (e.g. MOH, AIC and GPs), and internal professional medical and dental auditors to deliver high quality audit and assurance service, including sample selection, financial audit, report writing, and management of escalation and penalty follow-up.
  • Lead and manage CHAS Financial audit team, including audit planning and preparation, audit fieldwork and reporting, and follow-up on non-compliance.
  • Think strategically about client needs by understanding their business and key risks.
  • Participants in the development and enhancement of ways to meet client needs, contributes to proposal delivery, and enhanced audit efficiency and effectiveness, including audit process enhancement, exploring and incorporating DA and other CAATs, and delivering value-adding audit services.
  • Coach and supervise work of audit staff. Train and develop them to upgrade their knowledge and the audit work.

Job Requirements

  • Professional accounting qualification and/or Bachelor degree in Accountancy/ its equivalent.
  • Preference will be given to CPA and/or CIA qualification
  • Team player with strong interpersonal, good written and oral communication and project management skills including leading audit teams of about 2-3 team members.
  • Good organisation skills and analytical skills
  • Able to work independently with confidence and deliver to deadlines in line with expectations
  • Some knowledge of DA, and/or CAATs.
  • Proficient in MS Office.
  • Minimum 6 years of relevant experience. Those with audit experience in healthcare industry or medical process audit would be an added advantage.
