Job Description

JOB DESCRIPTION

The incumbent will report to the Centre Director for Vanguard Healthcare and the responsibilities include:
 
  • Procurement of services, periodic contracts/tenders as well as specific consumables to achieve cost competitiveness and in support of the business needs of the organization
  • Purchasing needs of the entire organization (including but not limited to operations, clinical, HQ etc)
  • Contract Drafting, Contract Design, Overseeing the Procurement process including the calling of tenders, closing of tenders, managing the evaluation process and strictly adhering to procurement policy
  • Review the Procurement Process and Policy periodically; compliance with appropriate tendering and procurement procedures, which include exploring and implementing innovative solutions and best practices on procurement and contract strategy, and related functions
  • Develop Quality assurance plan
  • Expected to perform contract management, including vendor management, as well contract enforcement. This includes handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies. This also includes resolution within the terms and conditions of the contract of conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations
  • Expected to check submissions by consultants or vendors on contract administration matters, for period contracts, assessing contractors’ claims for variation works, extension of time, loss and expense, final account and handling of contractual disputes
  • Expected to use system (NHELP) where needed to process POs DOs etc
  • Liaise with vendors to obtain necessary specifications as part of contract drafting
  • Expected to work with various divisions to gather technical inputs
  • Work closely with Assistant Manager to develop statement of works as part of drafting
  • Work closely with Center Director/Head/GM to drive procurement projects including acquisition planning,  and any other projects as the organization requires
  • Support Finance with budgeting estimates of total procurement value
  • Develop costing schedule for commonly procured items
  • Expected to support all departments/ divisions in procurement needs
  • Preparation of monthly project status reports and contract status reports to be reported to management
  • Expected to support auditing, including the drafting of relevant audit responses
 
JOB REQUIREMENTS
 
  • Degree in Procurement or Purchasing
  • Preferably with at least 10 years of relevant experience in government procurement or in a related healthcare industry
  • Preferably have a good applied knowledge of Instruction Manual (Procurement) or procurement policies in a healthcare organisation
  • Good writing and communication skills 
  • Proficient in Microsoft Office applications
