The candidate will be required to exhibit evidence of directly influencing and managing the program business ‘outcome’ rather than purely managing the program ‘process’. The incumbent will have demonstrated proven people management experience and skill to lead, motivate and develop teams of industry professionals to solve culturally diverse technical and business issues. Contract & Vendor Management A significant component of this role requires working with internal employees, contractors, third party vendors, procurement, risk and legal team to deliver quality outcomes for the business. Contract negotiations and managing contracts (fixed price and T&M based) is a vital skill to succeed in this role. Job Description: The Program Test Manager - Performance and Automation (PTMPA), is responsible for the delivery of testing services across all Singtel development initiatives where IVS has been engaged. The scope of the Program Test Manager encompasses performance and automation testing services. The Program Test Manager is directly responsible for managing, supporting, and providing strategic direction to the Test Managers, Test Architects, Test Delivery Managers and test delivery teams working under their direct and indirect supervision. The Program Test Manager plays a pivotal role in successful test delivery through the selected test vendors and their respective staff, to ensure they deliver testing on schedule and budget. The Program Test Manager will ensure that test solutions delivered meet the technical and commercial needs of IT. The Program Test Manager will also provide expert Performance and Automation consultation services to relevant stakeholders. Change management for all change requests impacting Automation and Performance testing is the responsibility of the PTMPA. This involves coordination with various teams to determine the scope and the impacts within the agreed timeframe. The PTMPA is accountable for accurately managing the allocated testing budget, tracking actual spent, providing financial forecasts and reporting on status as stipulated by the program. Relationship management is a key aspect of the Test Management role. The Program Test Manager will be the key escalation point representing IVS for Production Coordinators, System Owners, Portfolio Owners, Project Managers, etc. The Program Test Manager is responsible for ensuring that IVS test processes are used effectively by the vendor delivery team to successfully deliver testing. This position will interface directly with the IVS Process Team, Optus IT management, vendors and project teams to assist with embedding testing best practices in the IVS testing process. The Program Test Manager is responsible to review the Root Cause Analysis of production defects encountered as the result of IT Changes where IVS was engaged. The Program Test Manager is expected to work with delivery and operational teams to identify and capture required Intellectual Property to ensure knowledge retention within the department is maintained. The Program Test Manager are expected to continually improve the test infrastructure, processes and systems to increase the efficiency and effectiveness of test services.  Recruiting and managing permanent and contract staff to meet testing goals also forms part of this role. The Program Test Manager will be expected to: Continually improve the Delivery Model across IT Testing for Performance and Automation test services.
